How I can access the host file in Windows VPS ?

Hi!
You can directly access drivers folder from Start >> Run >> Type Drivers >> it will popup a window >> diuble click the etc folder >> you can find the host file there.
Path to host file is C:\WINDOWS\system32\drivers\etc
