Why is my VPS loading pages slowly?

My VPS is kind of sluggish when loading pages of a perl/cgi script. When I run top, load numbers are under 1 and ram used is well below allotted ram. What could be causing this?

The best approach is to contact the hosting provider you are currently hosting with, they should be able to tell you what causing the problem. Also they want to check the machine; may be some other vps is abusing resources.
