Hello DORIS,
Hyper V is a hardware Virtualization technique,
Hyper-V put the Data on Physical layers. And it offer applications. On Hyper-V all VM does not shared CPU and the allotment of main hardware node. All VM's are utilize it's own resources.

On another side Virtuozzo is a Software Virtualization technique, Virtuozzo put the data and applications on virtual layers. All the VPSs shared same CPU and the allotment was done automatically by Virtuozzo. There is no hard limit set on Virtuozzo VPSs.

I think Hyper-V is best because Hyper-V is a Microsoft technology, it is guaranteed to work almost flawlessly with Windows Server 2008 boxes meaning that you should be able to run several stable virtual machines off your physical server using Hyper-V – if there are any security holes or bugs found within Hyper-V then you will find that Microsoft will be quick to develop a fix for such holes and bugs which will then be issued via Microsoft Auto-Update allowing you to upgrade all the programs on your system without the need to do so manually
