Default How to run cgi/perl file outside cgi-bin in cpanel server?
Add following 2 lines in .htaccess files to execute cgi scripts in any folder outside cgi-bin folder

AddHandler cgi-script .pl .cgi
Options Includes ExecCGI

If you have never set a password for MySQL database, the server does not require a password at all for connecting as root.
