Well, after reviewing the php.net web site (the place for php), I did not see a true php.net (or php that directly addresses the .net framework) as a branded item called php.net.
So agree with Jack21, PHP is a programming language; php.net is a Web site maintained by PHP developers.

HTML is a markup language while PHP is a scripting language
The output of PHP is usually in HTML code which the browser can then interpret
HTML is very easy and forgiving of mistakes while PHP isn’t
