For php I've allways used Macromedia Dreamweaver but it isn't free.
And you could check out the zend Studio, which is created by the creator of PHP. It's better than Eclipse, because it's designed for PHP not for Java with add-on. You gonna love it.But you should PAY for it...:D :D

Free Edition of PHP
If you're searching for free edition than .PHP Edit to be the best of all the free editors. And if you are ready to pay than Dreamweaver MX is the overall best that money can buy.

Re:the best php editors
If you are looking for a really good full featured php IDE and willing even to pay high price - the best choise is Zend Studio
From free not bad php editords I'd recommend Codelobster php Edition. Almost all basic functionalities for php developing is here. By the way it is small (less then 5 mb).
Tried Dreamviewer, but didn't like, mainly because it doesn't have debugger.

For me, I have to use VIm. Especially with syntax highlighting. its good if you have console access, you can edit the files on the server without downloading them, and if you dont have console access then you can use something like filezilla to get the files and edit them with Vim, then once you save the file filezilla will upload the new version. Just remember that this way you need to keep a firefox open and refresh the page after every edit.

I use Notepad++, it's not as fancy as most of the other software titles mentioned but it's good enough for editing existing PHP code or for making a basic page coded in PHP as it will highlight the syntax for you.
Also, in case you are wondering, it's free. Just look it up on Google or go to Sourceforge.net and search for it there.

I usually use Dreamweaver, but I initially create the files as text files and then save them as PHP files. Why? No idea. Just a habit I got into a while ago.
Once I save them with .php extensions, the syntax highlighting kicks in. One would think it'd be easier just to create them as PHP files to begin with, but no one ever said I was easy to understand...

From the open-source ones, Eclipse with PDT is also good for local development.

Personally I use vim with syntax highlighting , like a few others have stated in this thread - for me it just seems to be the easiest to understand the flow of whats happening if everything is coloured in!
