I use free PHP IDE Codelobster PHP Edition
It is the best for me.
It also has Drupal, Joomla, Smarty, WordPress and JQuery plug-ins.

For me, I have to use VIm. Especially with syntax highlighting. its good if you have console access, you can edit the files on the server without downloading them, and if you dont have console access then you can use something like filezilla to get the files and edit them with Vim, then once you save the file filezilla will upload the new version. Just remember that this way you need to keep a firefox open and refresh the page after every edit.
