If one were to want to go about learning PHP and how it works and how to use it, what would you recommend being the starting site when it comes to tutorials and learning tips?

I learned php from w3schools. And then I just picked it up from various projects I've done and searching the web for specific problems. If you've learned other languages like java or C or any similar types, it should be really easy to learn and understand. I think it is also worth checking out the php site it self.

I started learning PHP by downloading short scripts and just reading through them... when I didn't understand what a line of code was doing, I pasted the segment into Google. I did the same when I modified the code and got an error message. There are a lot of resources available for novice coders, so I had no trouble jumping right in.

When I started learning PHP, it becomes easier for me because I already have a basic understanding of HTML long before I am about to start training myself in creating PHP codes. I use plain text editor and FTP client to transfer my files from my PC to my webhost. I began learning the basics of PHP and mastered them, including the loops and the custom functions of PHP.

php is very easy to learn. In fact, if you know any languages at all, you should pick up on it very quickly.

Just look at some scripts, learn the syntax of it, and maybe look up some of the vital functions (like dealing with strings and stuff).

I bought a book called the "PHP Blackbook" off ebay for like $2 years ago also that helped me a ton.

Today, I am a self-taught (self-proclaimed) PHP expert. In fact, right now I am developing a PHP class that will be made available at www.virtualmin.com.

It takes some dedication (and you have to be able to cope with a little bit of frustration, usually), but yes, definitely. You might be able to learn faster with a paid resource, but I managed to learn everything I needed to know without spending a dime.

You first need to learn how to deal with variables. Setting them, evaluating them, and using them.

Learn the echo command.

Then learn some control structures like maybe the if then statement and the while statement.

That would probably be a good way to start with.
