Default Using databases from a different webhost

If I wanted to switch web hosting services for whatever reason and I still want to keep the same database for something like forums, is it possible to do so? Is there any way I can ask them to transfer this or is there anyway I can download the database and then upload it to the new database?

If you are using cPanel, the complete data along with the databases can be restored, provided the data is being restored on a cPanel server.

Most hosting companies will allow you to access the database remotely. If your hosting company does allow then you can manage the databases.
