linux standard base is a joint project to standardize the software system structure while working on linux operating system.it's based on the single UNIX specification,POSIX specification and several other open standards but extend them in certain areas.

standard libraries,layuot of the file sysytem hierachy,run levels,the printing system,many commands and utilities that extend the POSIX standard

Linux Standard base is definitely a foundation. It was created to solve the costs of supporting the linux platform. It reduces the difference between different linux distribution.
