If you purchase a normal reseller account so you can only resell shared hosting accounts.

It is really advantageous for the webmasters, web designers, and web developers. Reseller hosting allows them to manage all their clients websites under one reseller account. As a reseller they have an opportunity to resale hosting packages with an additional price tag to their existing customers. Overall reseller hosting business is booming.

Do I need to be a technical expert in web hosting field to be able to manage my resell hosting business activities?

It is not necessary, but if have a basic knowledge to understand how to how to handle programming languages and databases such as PHP, MySQL, etc......and other interface options in the WHM/cPanel, then it will be fine.

You can resell any type of account, there is no limitation for that, but you will have to make sure that your clients are not storing Warez, torrent or any illegal adult content on servers.

If one of my customer has a problem with his hosting account, technical or whatever, is it my responsibility or your to solve concern problem?

Although you are not a primary web host, but it is still your responsibility to provide your customer the initial customer support. If the problem is hosting account related, and you will be not able to fix it at your end and you have no control over that technical problem, then you would need to contact support department for further assistance.
