Well it depends on how branded you want things to be. Having several dedicated Ips is a good thing and Dedicated IP based website's appearance looks more independent than shared IP.

In my opinion it's very important to purchase several IP addresses while doing reseller hosting business. Having dedicated IP address gives you more benefits like you can host your client's shared IP websites on your dedicated IP. This is also helpful for web hosting provider when some imbeciles get a IP blocked. This keeps your record clear, also it makes the reseller more active and if you have few dedicated IP addresses then you will have to make them ready and available when your customer requires dedicated IP address.

In addition, your web host should allow you to buy additional IP's when you required them. Usually you need to purchase it from web host and then assign for your clients.

As per my point view 2 dedicated IP's are sufficient at initial stage. You can use it to host domain and for nameservers as well, however, don't forget to ask the procedure. According to my experience most of the resellers do not use more than 2.
