I think that a hosting service with a excellent product mixture, that is 99.99% up-time 24/7 support with software packages like etc, excellent characteristic communications skills and the capability to receive "goodwill" from technical admin's like adding bandwidth to my account for a issue or error goes a long way.

It is very plain, low cost means in case of money, as most people offer $1 services and quality means what all you mentioned in terms of service, like 99.99% uptime, latest software tools, cPanel, and true 24x7 technical support.
