I think there are some specific forums where you can hire a web designer. You can use Google.

Instead of hiring a web designer which will cost you $$$, you can use a ready to use template.

If you are looking forward to hire a website designer, you can search some freelancing websites where you will find many free lancers who design websites. You can check the reputation of the freelancers on those websites and then choose a freelancer to work for you.
