I want to start a small personal blog. So can any one tell me which hosting should I consider and will it be possible to upgrade? Can Wordpress be used for it and whether you will install it for me?

OK Fine, I would suggest you to start with on of our lower shared hosting plan either Start Up or Small Cap. With our plans it is easy to upgrade and downgrade as you progress.

Absolutely, a basic shared web hosting plan could suffice your personal wordpress blog requirements. Further you can upgrade your hosting plan according to the growth of your blog. Secondly, you will get a cPanel with an integrated software called Fantastico. Fantastico offers various PHP based scripts which can be installed in few clicks. You can install a wordpress blog within few clicks by yourself. Its very simply to install a script through Fantastico. If you decide to upgrade your hosting plan, you only need to pay the price difference between the two hosting plans and the plan will be upgraded. There won't be any sort of migration involved if you upgrade from a cPanel hosting plan to another cPanel hosting plan and it will be a seamless upgrade.
