Technique requirement of creating a proxy server?

Could someone here tell me what is the technique of creating a proxy server ?
I am a newbie in this field, appreciate you could explain in simple terms and relate to a common server. Thank you so much.
I have got many helps here. you guys are so great. and I hope I could solve other's problem too.:rolleyes: :rolleyes:

the proxy 'server' has to be a machine which will accept incoming GET requests (requests for webpages), perform the GET request on the proxy server, and then relay the information (webpage) back to the machine which requested it. hope it helps.
