Pull the Plug on Internet?

Is it really possible to shut down the Internet? I heard that some laws are passed in US that allow the government to shut down the Internet in the case of emergency. Is that true?

Somehow I really doubt that they will or even can "pull the plug" on this one for whatever reasons may be.
