I plan to invest in a site that will sell some products. What is the percent of funds that I should invest in SEO, considering that I only want to advertise my products over the Internet?
SEO is incredibly important if you want your site to get some traffic. Since you want to invest in marketing I should say that you should devote almost 90% to SEO.
After I build a site with SEO in mind and publish it I tend to invest all resources into promoting it. I think this is the most important part of the work.

You're going to invest 15% in building and 85% in promoting? So 15% funds toward SEO and 85% towards marketing? I would maybe do it 25/75. If you shirk on content/design, SEO won't matter cause traffic won't stay.
Well I think Zohann referred to 15% building the site and 85% marketing, because it would be silly otherwise. SEO is considered as a part of marketing and promotion even though it is done on site's content. Content creation (site building), on the other hand, is something else.

Yes you are right, I was referring to that. I believe that one can't go without the other (content-promotion). I don't think you need that much content, it's more important to get it all in Google's index.
More towards SEO but at the same time do not cheap out on things that are important like good hosting. That sounds odd but when you think about it, you can have the best SEO and the best design on your site but if you are using a host that is known for having serious downtime issues (Dreamhost comes to mind), its not going to help sales.
