Why Blogger blogs don't get much popularity as compare to other hosted blog ? is it due to it's FREE blogging platform ?

I think the most important factor is the content you have on the blog. However, another important factor is the limitations you have on the free blog hosting platform.

Free blog hosting providers have many limitations and hence you won't be able to install the required components for SEO of blogs which actually doesn't allow you to increase the popularity of your blogs and gain more revenue from it :(

Yes, limitations on Free Blogging can affect in bad results in SEO. If you have a free blog, it can be a sub-domain of the main domain. I think, main domains are given priority in SE results. Hence, your Free Blog might not be fetched by an SE.

Like if it is myblog created on Blogger.com, it might be accessed with myblog.blogger.com as a sub-domain.

If you are noob and don't have funds for paying hosting fees then you can go with blogger If it's just a hobby blog else it's always good to have a hosted blog with some reliable webhost.

It is not like Blogger's don't get much popular compare to hosting Blogs.
There are many Bloggers which provide a good information and have much popularity. So it depend upon keyword/content you choose.

There are many blog which don't run properly bcoz Bloggers don't update their blog regularly.

A positive thing in host blog is Good Space/Design/Etc....so it can be a good view by Search Engine.

Popularity comes with big problems, once your Blog is popular enough to generate e traffic you will have to look for more resources to manage the e traffic. Hosted Blogs cn provide you resources according to your need.

This is the reason it is always suggested to choose a paid blog hosting platform. If you choose a hosting package from a professional hosting provider and your requirements increase in future, you can upgrade your hosting package when your requirements increase in future (confirm with the hosting provider ;)).

you cant get everything freely, If you want a popular blog you must move to the hosted blog services. When you go with the blogger, you get an dedicated subdomain for your blog, which is very difficult to make famous and market it

If you mean popularity as in a lot of traffic and good ranking then that is because Google pulled the plug a while ago because a lot of the free blogs were only very flimsy affiliate sites. Hence, blogger blogs don't have the same authority the used to.

I think the main reason Google did this is the fact that Blogger was actually introduced so that users can share some of the information they had on internet and Blogger can get a benefit from it.

It got popular but most of the users were using it to earn money and Blogger did not get a lot of benefit from it.

the reason may be -

In Hosting Blog, we have to put some money to start it, so we often show interest to update & promote it.

In blogger we are getting everything free, but no interest shown to promote it.

As there are Millions of Bloggers are registered, but Not all active.

I absolutely agree that you have much more freedom with your own blog but I suppose it really is about what you want to do with your blog. If it's just for your personal amusement then a free blog is just the ticket.

Google dislikes bad quality content, or what is also known as articles for the search engines. It's basically content with absolutely no value except for being extremely full of keywords. People would not understand anything. And blogger blogs were full of it because people were using scripts like BANS to build an affiliate site in seconds. The result was that blogger blogs stopped ranking so high in the SERPs.

Blogger blogs are more easily indexed than private hosted stuff. Another benefit is this: if you want to open an AdSense account your application will be processed and accepted faster if you have a blogger blog than your own.

True, but using a site like hubpages or infobarrel will help you rank much faster as they have much more authority because everything is reviewed before it is posted versus blogger blogs. That's how I got my adsense account. I applied with hubpages and I received approval in 1.5 seconds.

Actually when I was starting with AdSense I applied with a site that was not in English. I waited 3 months for approval. I didn't know then but I sure do know what I did wrong.

Sometimes, it was also found that Duplicate content was posted on Blogger and affiliate links were placed wherever possible. This is one of the reasons the quality of content was hampered :(

Well, in most cases it was more due to people using automated scripts to generate content that was completely unreadable to humans and, as you said, the three million affiliate links on the same page ...
