Webrings.
A collection of websites from the internet joined together in a circular
structure is known as a Webring. Webrings are considered as a good search
engine optimization technnique, when neeeded to enhance search engine
rankings.

I didn't know that webrings were good for SEO. What if you set up your own webring using all of your own inter-related blogs? Would this be an effective way to boost your SERPs for you topics?

Wow, I didn't even know there were still web rings out there. Back about ten years ago, I saw them everywhere but I thought it was something that fell out of favor or became outdated.

Yes, webrings are considered to be one of the Search Engine Optimization techniques. You can surely setup your own webring using your own blogs but I think it will only benefit you when all the blogs are related to the same topic. This strategy will help you to improve the traffic on your blogs but I am not sure about the rankings as the search engine spiders are intelligent enough to find out the internal links.

Yes, they will only be able to crawl the pages which allow them and should not have no index tags.

Yes, Shane is right. The Search engine spiders can find out the internal links and if you have webrings to your websites only then the search engines will find out the same and you will not get better rankings for your websites. I am not too sure but this strategy can also have a negative effect on your website rankings.
Instead of linking your own websites, I would suggest you to link other websites on the internet as this can give you more benefit and this can have a great effect on your search engine rankings if you do it correctly. If this is not possible, then you should link your websites in a big web, I mean, a larger network.

Webrings are useful in many ways like:
Related Content is grouped together. By a simple click on next or previous button, you can easily navigate through related content-rich sites.
Further by grouping individual Webrings together, you have a wider selection of choices to the specific topic you are looking for.
Additional useful information is also provided by Webrings. Like directories in which you can see ring categories such as finance, business, technology, computers e.t.c.

I didn't know people still used webrings. I used to own a webring years and years ago, but I let it slide because it brought no traffic at all, despite having over 70 sites in the ring.

As Webrings only link those websites that have chosen to become part of a webring community. Thus, a search within webrings may generate much fewer results than a search using search engines.

Does anyone still use these web rings at all anymore? I thought these kinds of things were dead and gone long ago. I'll have to look into how to set these things up.

Yes, webrings are used now also. However, only some of them do it. It is not really difficult to set this up. You will only need some websites and you will have to link them together

Do they need to be true "websites", or can you do the same thing by creating a website and then connecting it places like Blogger, Squidoo, and the like?

Yes they are true websites or FQDN.
You can submit your website to different Social Bookmarking Websites

So, how do you create these links. Do you actually just place your link on their website? Do they need to reciprocate, or can their be one website in the center with numerous websites connected to it?

Usually there is a moderator who decides which pages should be included in the web ring. after an approval webmasters add their pages to the ring by
"linking in" to the ring. this whole processes requires adding the neccessary HTML or JavaScript to their site.
