If you are about to start an online business, what kind of consumers will you target? Will you serve end users or other business owners? Which is more profitable?

I am not sure how you would know which one would be more profitable? I mean it is certainly going to reflect off whatever niche you choose and other variables as well.

Depends on what kind of business you are doing....target the customers of your business genre....

I agree with Galvin Brown. I too would also say it depends on what type of products or service you offer. Business owners could be end users as well!

Businesses are carefully thought of even before they have been made into a website. With this in mind, the business creators have already thought who would be their clients. They usually stick to the kind of clients they offer their services to.

Both. It depends on the products or items that you are selling online and the specific target consumers that uses your products. And you gonna need their product testimonials to ensure that your products are unique and of good quality.
