RaQ3/4 control panel

Is it possible to skin the site administration and user administration control panels of a RaQ3 or 4?

All I want to do is change the English to another language so that it makes it easier for non-English speaking users. The server administration panel can remain in English.

Basically, I would just like to open the code in a text editor and cut and paste. Is it that simple or will it be a nightmare? What about installing it afterwards?

Do you own a RaQ or Do you have a dedicated box? I think on the server side everything is pretty much in the directory /usr/admserv/html/.cobalt, or at least in the /usr/adserv/directory.
