If you eliminate software via Control Panel > Add/Remove Programs, is there any way that you can see a record of exactly what has been eliminated?

Nope, windows isn't logging uninstalls afaik. You could see that it has been uninstalled if you go to the system restore though I guess. Just as an entry "X was uninstalled"
