Default Anonymous FTP Controls

Out of curiosity, I clicked one of cPanel's features named "Anonymous FTP", and quoted this:

You can allow users to connect to your anonymous FTP directory without having a password to login. This may be useful if you have files that you wish to be publicly available for download. Please note that allowing anonymous users to access any part of your system may be considered a security hole.
So, if allowing anonymous users to access our system can be considered a security hole, why is anonymous access to ftp://ftp.ourdomain.com allowed by default?

I wanted to answer your question but it seems like this website is down. A site may opt for this for a variety of reasons, but it depends on the site. If it comes back up, let me know and I will try to figure it out for you.
