I use Notepad++, it's not as fancy as most of the other software titles mentioned but it's good enough for editing existing PHP code or for making a basic page coded in PHP as it will highlight the syntax for you.

Also, in case you are wondering, it's free. Just look it up on Google or go to Sourceforge.net and search for it there.
