Well, in order to determine if the client requires a linux or windows hosting server, you would probably need to understand his software and application requirements which will definitely provide you with an idea of his requirement of Operating System.
However, there is an exception where you can host php and MySQL on a windows server with the assistance of a plesk control panel.
