From free not bad php editords I'd recommend Codelobster php Edition. Almost all basic functionalities for php developing is here. By the way it is small (less then 5 mb).
Tried Dreamviewer, but didn't like, mainly because it doesn't have debugger.

Dreamweaver is much perferable by me atleast, i have dont frontpage also. Both work for me
