Well it depends this depends on your necessity,
Flash, if you require user interactivity and less amount of contents.
If it contains static pages which would be updated rarely , then go for HTML
and the rest are best when you need contents specific websites or the ones that would be interacting with databases.
btw HTML was the language that i Mastered when i was 12 :D
