As said previously, it is actually not possible to predict the amount of websites you will be able to host on the VPS or the dedicated until and unless we know the resource usage of each website along with the resource usage of applications you need to host.
However, you will get an idea about the resource usage of each website and application if you check your previous hosting plan or server based on which you can choose a server.
It is recommended that you choose a VPS or dedicated server with a hosting provider who allows easy upgrades so that it is possible for you to upgrade your server at any point of time if your requirements increase in future
