There is a difference between a normal VPS and Hyper-V VPS.
Multiple VPS's are created on a single dedicated server using a Virtualization application. There are different Virtualization applications available for creating VPS's on dedicated servers. If a Virtualization application except Hyper-V is used to create VPS's, the VPS's created will be simply known as a VPS.
Now, if Hyper-V Virtualization application is used to create VPS's on a single dedicated server, the VPS's created are known as Hyper-V VPS's
