It actually means that you can consider a Dedicated Server with Windows Operating system, install Hyper-V on it and with the help of that Hyper-V Virtualization application, you can create multiple VPS's on the Dedicated Server (the number of VPS's you can create depends on certain factors out of which the most important factor is the configuration of the Windows Dedicated Server on which Hyper-V is installed ;)).
Once you have created VPS's on the Dedicated Server using Hyper-V, it will be possible for you to install any operating system on the VPS's
