Software Virtualization is good enough to upgrade from a shared or a reseller hosting package and priviledges similar to a dedicated server yet with a lot of restrictions in case of over-loads and where more resources are required. However, with hardware virtualization, you have more access to your system and resources of the hardware directly - in simple terms.

NO, software virtualization and hardware virtualization are two different concepts of setting up a VPS.
If you are a customer, you do not need to worry about the setup of the VPS. That part should be taken care by your hosting provider.
If you are are VPS Hosting provider, all you need to do is select the application that is required and proceed with the setup as per the requirement.
