Nope, you can suspend domains on your Windows dedicated server through RDP as well.

Yes, it is possible to select and suspend multiple domains through Plesk control panel on your Windows dedicated server.
For this purpose, you can check the steps below:
1. Login into Plesk control panel.
2. Go to the options Domains. You will find all the domains hosted on the server.
3. Select the Domains you wish to Suspend and click Switch Off which is an option provided on the upper left of your Plesk control panel.
4. Once you click Switch Off, all the selected domains will be suspended.
