Ideally,the web hosting provider would inform you when you reach 70-80% of the allocated resources,its then you can either upgrade to a higher package or kill the processes that are consuming the resources.Usually,the first option is more suitable as many a times its the processes that are consuming the resources but there is an increase in the traffic to the website.
You can also get an idea of the available resources of the server from the control panel (Stats).

Huge amount of assigned resources are drained off when there is an attack onto the server such as DDOS.
