I believe the Cloud Hosting providers, bill its customers on a "Pay per usage" basis. Basically,a cloud is a cluster of servers connected together.One may keep adding servers to the cluster as per requirements that too with no downtime.Its amazing,that means as the number of customers increase,the number of servers in the cluster too would be increased without affecting the users in the cloud.
