Google does care very much about quality content for the simple reason that if there were only terrible sites with bad and useless content showing up on their SERPs then people would use another search engine out of frustration. Less traffic means less money for Google, as they make their income from advertising. They are actually getting more and more strict in terms of quality and I wouldn't be surprised to see a lot of sites get de-indexed pretty soon.
