If you consider VZMC or VZCC, you will be able to create VPS's, check the resource usage, allocated resources etc. of the VPS's on the dedicated server which is certainly helpful and hence it is recommended that you consider VZMC or VZCC with the dedicated server on which you wish to create VPS's
