Uptime basically refers to network uptime and not the services that run within the VPS. However, we can always run a monitoring system within a VPS which will check every service running within that VPS and make sure to start the service, if in case it's down.
The other option is to send the notification to the administrator or root user with more information on the service which is likely to be down.
