I understand that you are saying that the buyer of the PLR articles (the product) is the one who is free to modify, brand and sell the product to others.

If he bought the product and the author sold it to him with all the rights to the product, that is a fair deal and that wouldn't be cheating the customer either, if the author and the seller made sure that the product is an original. That's just like buying and selling any other product.
