Buying a ready-made website can be expensive, especially if they include added value like good pagerank or a verifiable repeat income (meaning that the website earns good money per month). Most people who sell websites usually develop it to the point where the site appeals to buyers, and that drives the price up. If you're looking to start off with an already active website, then buying one is probably the way to go. If all you want to do is just start a website, though, then might as well start from scratch and learn as you go along.
