Why create your own system when there are a ton of CMSes out there that already does the same thing, only better? Frankly, you're better off building your site around an existing CMS since it does most of the work for you. But if you're talking about a system where a user can use the same login for both the blog and the forum, then I think you're talking about integration. What kind of blog and forum do you have? Integration scripts (called bridges) probably already exists, just check the developers' website.
