Remote backups (via rsync or what-have-you) is always a good idea, but sometimes backups do fail. I've known this person who was so paranoid that he had backups of his backups. Remote backup can also sometimes be expensive (though there are inexpensive solutions available) and some people don't like the idea of paying for something extra, even as insurance.
Anyway, I'm just saying there are a lot of reasons why one might want local backups. They might not be
good reasons, but they're still reasons. :D
