The way I understand how these things work, any downtime due to an upgrade will be because of switching servers (though that can be mitigated in a clustered environment). Upgrading the control panel license, though, should not result in any downtime as you're not changing servers or nodes, just changing the control panel license. So, no, there should be no downtime when upgrading the Plesk license.
