Bandwidth usage depends on what actually you want to host on the server. If you can let us know what actually you want to host on the server then we will be able to give you proper suggestion.
DSL or a cable is used for your local internet connection. Yes, you can host Linux Dedicated Server even if you are using DSL or cable.
